Rule 11.  I don't think I can say this one enough either... Do not excessively use images on a single page.  If you can't get your point across with words, what makes you think 20 images are going to help?

Rule 12.  Steer very very clear of using images as backgrounds, or at least be very careful.  Pictures (meaning, of course, images of actual things or paintings or whatever) are usually a very bad idea.  Use solid colours, or very simple images.  This really isn't for speed loading reasons, this is for readability.  Try reading black text typed over a giant head of Bill Clinton.  Very distracting.

Rule 13.  Going along with rule 4, if something is randomly updating, such as my own page, make it clear that Updates are completely random...

Rule 14.  Always.. ALWAYS check to make sure your links work.  Dead Links are inexcusable.. which is why Yahoo used to suck, and still sucks (Though they've "kinda" fixed that)

Rule 15.  Going with rule 14, Never put up a link that leads to a page saying "Under Construction"...  Nothing is more annoying than "Hmm.. Missy Jones has poetry?  I'd like to read that... *click* Under Construction!! Ahh!"

Rule 16.  When you type something, have the courtesy to go over it with a spell checker or with your own two eyes...  There's nothing more annoying than reading a well thought out sentence with spelling errors... For example..

"Four score and sevn years ago, our forfathers brouhtg fourth on..."
